Victims and Financial Impact: The expiration of the TMF last month had frozen nearly $200 million in available funds, stalling high-impact projects intended to move legacy systems to secure cloud services. The new funding deal provides a $5 million plus-up for the TMF and allocates $2.6 billion for the Cybersecurity and Infrastructure Security Agency (CISA). This investment is intended to preserve critical modernization momentum and prevent the loss of staffing levels needed to counter AI-driven threats.
